If this is not performed, data may be converted into an invalid format that cannot be processed by the new system, thus the data will have no value. In addition, data may be omitted from the conversion process resulting in gaps or system errors in the new system. An inability to process backup or archive files will result in the inability to restore or interrogate old data.

On many programmes and large projects, testing will take up a significant portion of the budget. But it will receive less management attention than an activity of this size warrants.
